Not possible to meet women - possibly scam site

I have been approached by about 25 women. The conversations always start off very sexually explicit and enticing, but quickly become coy and shy. When I try to arrange a meetup, they all prefer to stay on the site and chat. Each message costs $2. I have never been able to arrange a meetup or get any other contact info. This seems to be one of those sites that the women's profiles are fake and there is no chance of meeting.
